  4.     All signs point to Bob Martinez as the White House choice to
  5. succeed William Bennett as director of the Office of National
  6. Drug Control Policy. Two things make Martinez a natural for the
  7. job. One is his reputation as a hard-line antidrug warrior
  8. during his single term as Governor of Florida; the other is his
  9. connections at the White House.

  11.     Those links were dramatically evident during Martinez's
  12. losing bid for re-election against former Senator Lawton Chiles.
  13. The G.O.P. campaign was headed by the President's son, Jeb Bush,
  14. a Miami real estate executive who once served Martinez as the
  15. state's secretary of commerce. The President himself visited
  16. Florida several times to stump for Martinez. First Lady Barbara
  17. even made campaign commercials for him.

  19.     The Governor's drug-fighting strategy emphasized tough law
  20. enforcement. Martinez briefly called out the National Guard to
  21. crack down on smugglers and rammed through the legislature a law
  22. mandating the death penalty for drug kingpins. To make room for
  23. a huge increase in arrests for drug-related crimes, he doubled
  24. the number of beds in state prisons to 43,000. Martinez crusaded
  25. for drug testing in the workplace, including the Governor's
  26. office. He made headlines by taking the first test himself. He
  27. also expanded drug-prevention education in Florida schools.

  29.     But Martinez was far less concerned with providing
  30. treatment for addicts. His special drug and crime policy office
  31. was slow to fund programs. Promising experiments like Miami's
  32. 17-month-old drug court, which has had success in keeping
  33. first-time drug offenders out of further trouble by forcing them
  34. to accept treatment, got no financial help from the state. Even
  35. the Governor's office finds it hard to point to progress in
  36. Florida's effort to curb drug use.

  38.     Martinez has a reputation for imperious leadership, not the
  39. best qualification for a man who now may have to cajole
  40. Congress, bureaucrats and foreign leaders. "He has talents,"
  41. said the Miami Herald in an editorial last week, "but
  42. persuasiveness is not high among them." If he assumes the post
  43. of drug czar, Martinez will need to grasp the drug problem in
  44. all its dimensions. Until then, it will be an open question
  45. whether he is the man for the job -- or just a man who needed
  46. one.
